Incorporation

This sentence (?) makes no sense:

The concern that the Wilmington, North Carolina will encroach upon the small, but rich with local history, area has prompted the incorporation momentum since they cannot incorporate once within 5 miles of Wilmington, North Carolina.


First, it's the city of Wilmington, not the Wilmington. Second, every town is rich with local history, so that's just fluff. Most importantly though, what does the rest of the sentence mean? If they are within 5 miles of Wilmington, and they can't incorporate because of that, why is there an incorporation momentum? "Once they are within 5 miles?" I assume this means that Wilmington is currently expanding and may soon become closer than 5 miles to Castle Hayne, which would then prevent Castle Hayne from incorporating. It's not clear though. Very poorly written.
