Wikipedia's official policy states that:

"Only those articles where there is no remotely plausible assertion of notability should be considered for Wikipedia:Speedy deletion."

Since a Wikipedia administrator (Royboycrashfan) has previously judged the subject of the article to be notable and removed the article's "Candidate for Speedy Deletion" status, it's hard to argue that there are no remotely plausible grounds to assert notability. Reapplying "Canditate for Speedy Deletion" to the article seems to be somewhat at odds with Wikipedia policy.

Furthermore Wikipedia's guidelines on notability include the provision:

"The person has been the primary subject of multiple non-trivial published works whose source is independent of the person."

Since the subject meets this condition there is a clear case that the requirements for notability are satisfied.

The entry "Charles Armstrong" merits inclusion in Wikipedia for the following reasons:

On this basis the entry should be retained. If appropriate the references noted above could be incorporated in the article.
