Previous legislation?

As there is in the news a case of doubtful citizenship of a police chief in California, Pennsylvania (Police chief on leave while citizenship checked, The Associated Press, September 15, 2010), because she has been adopted by a US family while they were living in Germany, it would be interesting to add a wikipedia article over the legislation previous to 2000 (unless this police chief was born on or after February 27, 1983, then she would be quite a young police chief).--Pylambert (talk) 22:56, 15 September 2010 (UTC)[reply]
