You, on User talk:75.68.250.246 are saying that there should be and currently is a redirect entitled Claire Wilson,redirecting readers to Charles Whitman at University of Texas tower shooting, and in particular to the list of victims. I say Claire Wilson is an athlete from Jersey and I want to create an article titled Claire Wilson about her. RFD is most definitely not required before a redirect can be converted into a dab page — it's only required if the redirect needs to go away completely. No matter how longstanding the existing redirect may have been, there is no version of reality in which the shooting victim is somehow more notable than the Jersey athlete or the Washington state senator with whom she shares her name — so no, an RFD is not required here before the plain name can be converted into a dab page, because the shooting victim is very definitely not the primary topic. Back when she was the only Claire Wilson to be covered in Wikipedia at all, the redirect was reasonable — but now that there are three Claire Wilsons covered in Wikipedia, a dab page is the appropriate solution and RFD does not have to weigh in before a redirect can be replaced with a dab page.
