I removed this section from the main article: "He was the second Herero chief (after Hosea Kutako) and the first Hereroland Chief Minister under "self rule" brought about by Apartheid South Africa's occupation of Namibia." and changed the reference to Kapuuo as "Hereroland chief" to "Herero chief" because Kapuuo, before he joined the Democratic Turnhalle Alliance, rejected the Bantustan system, and was not recognised by the South African government as a chief.
