Economic Partnership Agreement → Economic partnership agreement –

As it says, "An economic partnership agreement is ...". Per WP:MOSCAPS ("Wikipedia avoids unnecessary capitalization") and WP:TITLE, this is a generic, common term, not a propriety or commercial term, so the article title should be downcased.
