Just to let people know, the link to the FDA's food code pdf is broken. Not sure if it helps, but a search for "food code" on the FDA's website leads to tittle 21 of the Code of Federal Regulations.
The first reference of that page doesn't exist anymore. The part of the article, that is has the faulty citation could be cited from the book called: Nutrition in Public Health: Principles, Policies, and Practice, Second Edition.
