The legislation:

  • defines public sector requirements for:

    • use
    • disclosure
    • safeguarding

  • decrees individuals' right to access public sector records, including:

    • records in the custody or control of a 'public body'
— subject to specific exemptions

The problem in the compressed version is that you can't determine the scope of the final clause "subject to specific exemption".
