"The Glacier View project was proposed after an earlier proposal by the Corps of Engineers and the Bonneville Power Administration to raise the level of Flathead Lake by damming its outlet was rejected following local protests." I have looked at the reference, and this is exactly what it says, so I'm not arguing with this statement being in the article. However, if you look at the Wikipedia article for Flathead Lake, and for Kerr Dam, you find that Kerr Dam "increas[ed] the size of Flathead Lake" and "raised Flathead Lake by 10 feet." Kerr Dam was opened in 1938, BEFORE the proposal for Glacier View Dam. So, what "proposal ... to raise the level of Flathead lake" was "rejected"? A proposal to keep even more water behind Kerr Dam than already was being done?

My confusion is that the sentence I originally quoted makes it sound as if the outlet of Flathead Lake was not dammed and the lake level was not raised, where the Flathead Lake/Kerr Dam articles say it was. Is a clarification possible?

You sum it up well: the references don't give much more than that, but I'll revisit the source. I believe that the more ambitious proposal envisioned raising Flathead Lake on the order of 50 feet, as opposed to Kerr Dam's relatively modest increase: presumably the higher dam would inundate Kerr Dam, but without specific references, there's not much for me to say.
