Does the article attempt to persuade the reader in favor of one position or away from another?

If people disagree with vaccines then they may find this article pushing towards the use of vaccines. Although, it is the scientific right and regulation to develop vaccine in an effort for public health, there are individuals who disagree with vaccine development in general.
