[edit]Will have to relook (reborrow from library) at Clausen, but I don’t think he put Layton at the top of the list for culpability; Kimmel & Short both got 10 & FDR down at 5! But it was more organizational faults: two intelligence organizations AND two commanders in one place (cf Desert Storm victory = one commander he said).
Was Clausen authorised by Congress; from Clausen’s meeting with Stinson it appears that Stinson had the Army Board report and decided to appoint a Special Investigator (as generally authorised by some act of Congress) rather than another Board. So did Clausen’s appointment have to go to the President or Congress for approval?
Ferguson is Homer S. Ferguson , Senator from Michigan Gearhart is Bertrand W. Gearhart, Congressman from California ?? But Murphy is ????? Does Clausen say where he is from?

Died 1992
