His main role seems to have been as political commissar. This articles doesn't appear to reach notability (WP:MILPEOPLE); the awards don't reach the required level, neither does his rank. The suggested merge to Byelorussia in World War II would have been reasonable if any of the material on this page, but as it is completely unreferenced (and I can't see any web sources that aren't likely to be mirrors), I don't think that a merge is appropriate.
