It was not correct. The first comma is grammatically optional, but the latter two are absolutely necessary. They separate a list of three uses: (1) to suspend fixtures such as lights or signs, (2) for decorative purposes, or (3) as part of a cable lock. Without the commas, the sentence says that jack chains are used either (1) to suspend fixtures such as lights or signs for decorative purposes, or (2) to suspend fixtures such as lights or signs as part of a cable lock.
