In order to confirm that you are who you claim to be, you need to send an email from an address associated with the source website to "permissions-en AT wikimedia DOT org". It will be reviewed by the OTRS staff and, if everything is in order, they will leave a template on this page confirming that you are authorized to copy text from the source website.
