Abstracts and Notability[edit]

Sorry about this - I don't regularly edit Wikipedia pages, so I'm a little foggy on the criteria for notability and didn't know where else to ask this question. I have found the abstract for an article that seems to be a valid demonstration of notability (http://pqasb.pqarchiver.com/latimes/access/73442258.html?dids=73442258:73442258&FMT=ABS&FMTS=ABS:FT&type=current&date=May+30%2C+2001&author=HENRY+WEINSTEIN&pub=Los+Angeles+Times&desc=THE+NATION%3B+COLUMN+ONE%3B+Powerful+Foes+of+Legal+Aid%3B+State+money+for+a+Virginia+justice+center+for+migrants+is+slashed+after+business+protests.+Dispute+focuses+on+who+needs+government-funded+attorneys.&pqatl=google) but I'm not entirely sure what the protocol is regarding archiving sources that aren't publicly available. Should the abstract be linked, or should they simply not be used?
