Both Rusk and Seward served one day short of two years. During both of their terms, there were two leap year days. As a result, I see no reason by they are not 'tied' as far as length of service. Rodchen (talk) 23:25, 29 May 2011 (UTC)[reply]
Do you have a source? If so please update it. What most likely happened is someone used an existing source and it lists them like that.
