Heliports and number of airports

The CIA world fact book says there's only one heliport in the Netherlands. The AIP lists 25, all hospital (or similar) heliports. Online however, I can find even more heliports, such as Amsterdam heliport, Vlieland heliport, Rotterdam Maasvlakte heliport, IJmuiden loodswezen heliport, Heli Holland heliport in Emmercompascuum and Pettelaar heliport in 's Hertogenbosch. So how many heliports are there really and what qualifies as a heliport?

The airport in Eindhoven is not a civil airport. It is a military airport with a civil function, called Eindhoven Airport. The fact that this civil function caters for the second largest civil aviation facility in the Netherlands, does not change the fact that it is owned by the state and the ministry of defense has final say.
