I didn't edit the colors, I simply used the basic color codes that are associated with other articles. I agree that the colors seem similar but you will have to take it up with whoever is responsible for the template. Regarding your second question, the ministry of Navy should be included under Ministry of Defense, since the Ministry of Transport etc... is responsible for civilian affairs. Ok for the 2nd point. But I disagree with the first. We don't have to depend the convention used by another editor. We can use discriminable colors for each party.
