Administered by the Holy See, a sovereign entity with diplomatic ties to 178 states. The Holy See is a permanent observer of the UN in the category of "Non-member State."[9] Vatican City is governed by officials appointed by the Pope, who is the Bishop of the Archdiocese of Rome and therefore ex officio sovereign of Vatican City.
