Independent Conservatories

"Conservatories are the most individual and popular type of music school."

What does the most individual type of music school mean? And popular? In terms of what? Mentions in the press? Nielsen ratings? Enrollment? Off the top of my head, I would say total enrollment in music schools at universities is significantly higher than in conservatories.
