Tagged since 2009, completely unsourced. A US government agency which, when searched, returns mostly Wikipedia-derived sources. Doesn't quite look like a source, but certainly doesn't seem notable. Possibly a mention elsewhere, but with no sources at all, there's nothing to merge.
