Tallying opposition[edit]

I've noticed that we haven't been consistent in how we tally the opposition to the governing coalition— should we be including (1) only the parties that are represented in the Riigikogu but not in the governing coalition, (2) all named parties outside of the coalition, including those not in parliament (i.e. excluding 'other'), or (3) the total % not for the coalition (i.e. including 'other')?
