While this article is referenced to a blog entry, the text referenced is quoted by the author from the Reasons for Judgment and Judgment in the Canadian Federal Court case of Younis v. Canada (Minister of Citizenship and Immigration), 2010. It's reasonable to assume the author's reliability in this matter given that he is a prominent Canadian lawyer and a recognized expert in Canadian immigration law (Certified Specialist in Canadian Citizenship and Immigration Law by the Law Society of Upper Canada, Past Chair of the Citizenship and Immigration Section of the Ontario Bar Association (OBA), Past Chair of the Immigration and Nationality Committee of the International Bar Association (IBA).
