The main entry for this town should be "Sibir", not Qashliq. Historical accounts I've seen always refer to it as Sibir. (E.g., Fred W. Bergholz, _The Partition of the Steppe: The Struggle of the Russians, Manchus, and the Zunghar Mongols for Empire in Central Asia_, 1619-1758. New York: Peter Lang, 1993). Since it was ruined under that name and replaced by Tobolsk, surely it makes no sense to refer to it as anything other than "Sibir", providing of course that the other names are given too. I do not know how to make such a change, ergo this note.
