SK's are independent of each other and therefore have no single leader.
[edit]Each SK is independently elected and operate independently of each other. As is the practice in the Philippines, they are brought together for form a variety of federations, including a national federation, but the chairman of the national federation has no authority over what happens in the tens of thousands of SKs across this large country.
