To address possible questions or comments, we have checked the WP:MILPEOPLE notability criteria. S.V. Belyayev matches directly matches 4 and 5 thereof. He played an important role in the bloody Baranovichi battle in the WW I as the Regiment and then Brigade commander. He commanded a substantial body of troops (army brigade) throughout the First World War.

The breadth of coverage on his fate is not limited to genealogy and primary documents (although many of them really are original documents and contemporary sources) – he is mentioned in secondary sources such as reference books, orders, and even modern russian historical literature. There is indeed enough information in reliable sources to include details about his birth, personal life, education and military career (see the text) to warrant a stand-alone article, as mentioned in WP:MILPEOPLE.

S.V. Belyayev was not awarded with a highest state award of the Russian empire – however, he was granted 6 high awards altogether, 3 of them during the First World War.

WP:ANYBIO The person has an entry in the dictionary of National biography or similar publication - Биографический словарь. Высшие чины Российской империи; Волков.
