She may have reigned, but she did not rule; and effective control passed to Tapoa II, who had been to France and who later acted as regent for the daughter of Tamatoa V." --- This implies Newbury's Tapoa II was distinct from the one who died in 1861 since he couldn't have been regent for Teriimaevarua III as well.
