I think you may be confusing "important" with "notable". I do not dispute that it is important to the community it serves, but the article itself is about a pretty non-notable journal from what I can tell: set up in 2003, and with a circulation of 3,000 copies. The article is currently unsourced, and I would ask you to help enrich the article with references from other sources if possible. Firstly, I am adding a link from the UCI libraries to a bit on the history of alternative media at UCI, including this publication.
Secondly, as far as the notability is concerned, I would argue that it is notable. It isn't just that it is important to the community that it serves, it is an important part of that community. This article is illuminating not only insofar as it reports on a small publication at a university, but insofar as this article also helps to shed light on the political atmosphere at the University of California, Irvine. I happen to think that the political atmosphere at universities, including at a major campus such as UCI, is notable. As a member of Campus Progress, the paper also fits in to a broader political movement at American universities in general. Besides, if you look at the UC Irvine article, you will find that there are numerous articles relating to the community that would deserve policing, if this article isn't deemed notable, say Student Activities and Traditions at UC Irvine, or Parking and Transportation at UC Irvine, or Student Housing at UC Irvine. On the one hand, these articles might also only be important to a select community, but I would argue that they are notable in the way in which they shape and define the community, which would be of interest to somebody coming to the UC Irvine article.
