He is the 12th Speaker of the Ohio House of Representatives

I believe the Ohio House of Representatives does re-count non consecutive speakers, and this would make Kirker the 12th Speaker of the house.

I've been looking at all the articles about Ohio house speakers and there seems to be conflicting information because of this disagreement. Non consecutive speakers should be counted separately to avoid confusion, unless someone can determine concretely that the Ohio House of Representatives does not re-count non consecutive speakers.
