so - what happened?

This is about the November 15th 2010 arrest...
1) In what court was he found guilty and fined the $100, in front of what judge, for example. Was that a Federal District Court, and the magistrate judge Kay mentioned?
2) What regulation or statute was the basis of the order that he "failed to obey". Why did the (Park Police?) tell him he was required to (I presume) go away?
3) The Civil Suit. It says November 14th. Did the Police arrest him the day before as well? If it was for the 15th, it can't be an improper arrest if he was found guilty, can it be?
