Site versus historical organization

This article should make it clear that WES is currently one of four USACE laboratory sites under ERDC. It should also explain that, prior to ERDC, it was a USACE laboratory organization with several subordinate laboratories, which have become subordinate to ERDC, which itself is headquartered at WES. The First 75 Years: History of Hydraulics Engineering at the Waterways Experiment Station by Dr. Ben H. Fatherree is not a preferred source of information for this article, as it is a WP:Primary source, presumably funded by ERDC and posted on its own website.
