Based on the BLM manual's 1973 publication date, and the reference to Clarke's Spheroid of 1866 in section 2-82, the original baseline latitude and meridian longitude coordinates appear to be in the NAD27 datum. The WGS84 IP is the result of a datum shift (see Geodetic_system) of those co-ordinates to WGS84 using the US NGA's GeoTrans3.
