Muhammad Anshor is a career diplomat and currently serves as Ambassador of the Republic of Indonesia to the Republic of Chile[1]. He took up his post in June 2019.

Career[edit]

Before assuming this current post, Muhammad Anshor served as Director General for American and European[2] Affairs at the Ministry of Foreign Affairs of the Republic of Indonesia from May 2016 to May 2019. His main responsibilities as the Director General were to advance Indonesia's bilateral relations and cooperation with 83 countries in American and European regions. In this capacity, he had led Indonesian delegations to various bilateral political consultations and join bilateral commissions for economic and technical cooperation.

In his earlier carrier in the Indonesian Foreign Ministry, Muhammad Anshor had been assigned to deal with various issues, ranging from ASEAN political cooperation as an assistant to the Director General for Political Affairs in 1992 – 1997, to various multilateral issues as Head of Section in Directorate of International Organization from 2001 to 2002, Deputy Director in the Directorate of Human Rights and Humanitarian Affairs from 2002 to 2005 and Director for Human Rights and Humanitarian Affairs from 2010 to 2015[3].

His previous assignments abroad as a diplomat include as Second Secretary at the Permanent Mission of the Republic of Indonesia to the United Nations in Geneva (from 1997 to 2001), as Counsellor at the Permanent Mission of the Republic of Indonesia to the United Nations in New York (from 2005 – 2009) and As Ambassador – Deputy Permanent Representative of the Republic of Indonesia to the United Nations in New York (from 2015 to 2016)[4].

Mr. Anshor's areas of expertise include human rights and humanitarian law. His involvement in and contribution to human rights promotion and protection both domestically and internationally are widely acknowledged. He played an important role in developing national human rights promotion and protection framework in Indonesia among others in setting up National Human Rights Action Plans. Mr. Muhammad Anshor contributed meaningfully to the preparations of Indonesia's accessions to the Covenants on civil and political rights[5] and on economic socio and cultural rights which contributed to the then ongoing political reforms in Indonesia in late 1990s and early 2000s. He had a key role in the country's ratifications to the International Convention on the Rights of People with Disabilities in 2011[6], to two Optional Protocols to the Convention on the Rights of the Child dealing with the children in armed conflict and on sale of children, child pornography and child prostitution in 2011[7], and to the Convention on the Rights of All Migrant Workers and Member of Their Families in 2012[8].

Internationally, his contribution to the human rights promotion and protection as well as in the promotion of the observance of international humanitarian laws were duly recognized which were reflected in his elections as Vice Chair of the Third Committee of the sixtieth session of the UN General Assembly in 2005[9][, as Vice Chair of the Conference of State Parties to the UN Convention on Elimination of All Forms of Racial Discrimination in 2006[10], as a co-chair of the Oslo Global Conference on the Reclaiming the Protection of Civilians under the International Humanitarian law in 2013[11], and as the Chairperson of the 16th Meeting of State Parties to the Convention of the Rights of the Child in 2016[12].

He was graduated from the Law School of Gadjah Mada University in Yogyakarta, Indonesia. He is married with two children.
