NEXERA - a Polish telecommunications operator; NEXERA builds and operates, in a wholesale model, modern fibre-optic networks (Next Generation Access - NGA) predominantly in rural areas in Poland. It is the first Polish wholesale-only operator of fibre-to-the-home (FTTH) network. By 2020, NEXERA'S FTTH network will cover over 450,000 households in the central and north-eastern Poland.[1]

Infracapital, the majority shareholder in Nexera Holding Sp. z o.o. 80% of shares. Infracapital is a leading European infrastructure investor. It invests in, builds and manages a diverse range of essential infrastructure to meet the changing needs of society and support long-term economic growth. Infracapital is a part of the Prudential Group. [2]

Nokia, which holds 20% shares in Nexera Holding Sp. z o.o.; Nokia is a global leader of technologies used by suppliers of telecommunication services, administration, large enterprises and consumers. It is both the co-owner who finances the project and the technological partner.[3]

Liquidation of “white spots”

One of the primary objectives of NEXERA is to liquidate the “NGA white spots”, i.e. areas on the map of Poland which are not covered by any network enabling access to broadband internet with a minimum speed of 30 Mb/s (or at least 100 Mb/s in the case of schools).

In line with the guidelines of the Digital Agenda for Europe, in 2020 every EU citizen shall have access to an Internet connection of 30 Mb/s and at least half of European citizens shall be able to use internet with a speed of 100 Mb/s as a minimum.[4]

In Poland, these objectives are implemented by means of the Operational Programme Digital Poland (POPC).

NEXERA’s technologically advanced network will offer access to fast Internet, telecommunication services and digital TV to over 450,000 households in central and north-eastern Poland by 2020. This includes more than 280,000 are households within white spots, which will be connected under the POPC programme. Pupils from over 2,500 schools in these areas will be able to broaden their knowledge thanks to a high speed Internet connection.

The pure wholesale - model of NEXERA means that the residents of all areas covered by the NEXERA network will be able to choose a supplier of retail services for Internet access among all operators retailing on the NEXERA network. The minimum speed of Internet access in the NEXERA network is 100 Mb/s.

History

In 2016, Infracapital and Nokia decided to jointly finance and establish a new business in the Polish telecommunications market – the first nation-wide wholesale-only access fibre network operator. In 2017, a joint venture group of companies was set up who received co-financing for the construction of the NGA network in 13 contest areas as part of Measure 1.1 of the Operational Programme Digital Poland (Program Operacyjny Polska Cyfrowa - POPC).

After announcement of the contest results, the joint venture partners rebranded the business under the NEXERA trademark. The business grew rapidly and credibility was added to the business model through the appointment of an experienced management board of Nexera Holding Sp. z o.o. Current management board members include Jacek Wiśniewski (COO), previously CTO of Netia, Paweł Biarda (Head of Sales and Business Development), previously conducting activities related to POPC for Orange Polska, Paweł Hordyński, (CFO), previously CFO of PKP Intercity; and David Leverett (Head of Engineering and Construction), who has significant experience in managing construction projects in Poland, as well as in Great Britain, Kazakhstan or Australia.

In April 2018, NEXERA took part in the third call for Measure 1.1 “Eliminating territorial differences in terms of access to high-speed and ultra-fast broadband Internet” of the Operational Programme Digital Poland (POPC).

In May 2018, NEXERA, as the first beneficiary of the second call under Measure 1.1. of the POPC, received the approval of the Office of Electronic Communications (Urząd Komunikacji Elektronicznej - UKE) and published a Framework Offer for wholesale access to its’ network.[1]

In 2017, via the SPVs that operated at that time, NEXERA took part in the second call for Measure 1.1. “Eliminating territorial differences in terms of access to high-speed and ultra-fast broadband Internet” implemented as part of the Operational Programme Digital Poland (POPC) and organised by Centrum Projektów Polska Cyfrowa (CPPC). In total, the SPVs that belonged to Infracapital and Nokia received co-financing for the construction of the NGA network in 13 contest areas of the POPC.

In execution of contracts signed with CPPC, NEXERA will build FTTH networks which shall cover over 280,000 households by end of 2020 and shall connect over 2,500 schools by early 2019. The EU co-financing grants of over PLN 518 million for the construction of the FTTH network were made available to NEXERA.

In April 2018, NEXERA filed applications for co-financing of the NGA network construction as part of the third call for Measure 1.1. of the POPC.[1]

Business Model

NEXERA acts as a pure wholesale operator of FTTH access network. It makes its network available to every retail operator or Internet Services Provider (ISP) in the Polish market. The flexibly configured Bitstream Access (BSA) service allows retail operators to provide their existing services to new subscribers within reach of the NEXERA network. The operators do not bear investment expenses related to the construction of access network but rent network capacity of NEXERA in exchange for a wholesale fee.

The NEXERA network is available to all interested retail operators on equal and non-discriminatory terms based on the Framework Offer accepted by the Office of Electronic Communications (UKE).

NEXERA is also one of the largest suppliers of data transmission services to schools, with a minimum throughput of 100:100 Mbps and co-operates with the Educational Network Operator (Operator Sieci Edukacyjnej - OSE) in this respect.[1]

NEXERA’s network is executed in a uniform  FTTH architecture (Fibre To The Home) GPON (Gigabit Passive Optic Network).

By 2020, NEXERA’s network will cover over 450,000 households, primarily in rural and suburban areas of the following voivodeships: Warmińsko-Mazurskie, Kujawsko-Pomorskie, Łódzkie and Świętokrzyskie.

As part of the total range, over 280,000 households will be covered by the network co-financed from the EU funds as part of the POPC. The POPC co-financing will also be used to provide the NEXERA network to over 2,500 schools.

The minimum Internet speed in the NEXERA network for households is 100 Mb/s. In schools, the speed is provided in a symmetrical manner for data upload and download.[1]
