Biography[edit]

Nurulla Arif Aliyev was born on September 25, 1962 in Darband, the Daghestan ASSR.
Chairman of the Charitable Public Association “Darband” of the Republic of Azerbaijan.
He graduated from secondary school No. 68, Sabunchu district, Baku (1969-1977); Baku Specialized Military School named after J. Nakhichivanski (1977-1979); the Kyiv Higher Naval Political School specializing in the military-political sphere, as well as history and social science teacher (1979-1983); the Humanitarian Academy of the Armed Forces in Moscow, specializing in the military-pedagogical area and in operational-tactical navy (1990-1993); the Training Center of the Moscow State University named after M.V.Lomonosov with a specialization in teacher-methodologist on pedagogy and psychology (1992); and "NATO - Partnership for Peace" courses (2000).

Scientific activity[edit]

From 1983 to 1990 he served in command and educational positions in the Leningrad Naval Base, was a delegate to the Kronstadt District, Leningrad City and Regional Komsomol and Party conferences, congresses of Kyrgyzstan, etc.

From 1992 to 1995 he served in educational bodies: from the position of head of the department and further to the head of the department, the senior assistant to the Chief of the General Staff and the senior assistant to the Defense Minister of the Republic of Azerbaijan, and also in the acting brigade in the zone of military operations.

In 1995-1997, he was deputy head of the Azerbaijan Higher Naval Academy (AVMUU) for Morale & Welfare. From 1997 to 2010, he was the head of the Azerbaijan Higher Naval School, the chairman of the Academic Council of the School and the chairman of the editorial board of the collection of studies of the School. From 2010 to 2015 he was the Military Attache of the Republic of Azerbaijan to the People’s Republic of China[1].

In the training of naval personnel under the leadership of N.Aliyev, a multistage system of naval education was first developed. Since 1999, the Azerbaijan Higher Naval Academy has started a gradual transition of the training process to the Azerbaijani language in the training of officers and warrant officers for a qualitatively new training program (in 2003, they were improved), which corresponded to the level of Navy development of the Republic of Azerbaijan.

He’s included in the collection "Famous People of Darband", published by Darband in 1994 in Baku, Darband's Short Encyclopaedia, published by the Jupiter Publishing House in 2005 in Makhachkala, Daghestan Republic; he was awarded the prize and the diploma of the society "The Truth About Garabagh" (in 2005, Baku), by the Azerbaijan Cultural Association "Simurg" in 2016, as well as by the prize and the diploma "The famous scientists of Azerbaijan of the 21st century" awarded in 2004 by the International Science Center.

For the first time in domestic historiography, he conducted a study of the entire naval history of Azerbaijan, from ancient times to the beginning of the 21st century; he initiated the creation of naval terminology in Azerbaijan; he is the author of curriculum development and thematic plans for the military and naval history of Azerbaijan, history of the geopolitics of the Caucasus-Caspian region, as well as the publication of a 2-volume textbook on the naval history of Azerbaijan (in Azerbaijani, Russian and English), the Azerbaijani-Turkish military naval vocabulary, as well as manuals on the main directions of military-historical science of Azerbaijan, military pedagogy and psychology[2].

From 2016 to the present time, he has been working as a professor at the “Adjuncture and Science” Department of the War College of the Armed Forces of the Republic of Azerbaijan and is chairman of the Charitable Public Association “Darband” of the Republic of Azerbaijan[3].

Since 2016, Nurulla Aliyev was elected a member of the Union of the Public Association of Historians of Azerbaijan, the National Charitable Foundation "Dede Gorgud" and the Azerbaijan Cultural Association "Simurg".

For the first time in domestic historiography, he conducted a study of the military history of Azerbaijan, from ancient times to the beginning of the 16th century. In 2017, this scientific work was submitted to the contest of the Foundation for Scientific Development under the President of the Republic of Azerbaijan. He is the author of the publication of a 2-volume monograph on the military history of Azerbaijan (in Azerbaijani, Russian and English) and "The Great Encyclopedia of Darband"[4].

Nurulla Aliyev is the organizer of the preparation of books, teaching aids and scientific and methodological materials in the Azerbaijani language in various areas of naval disciplines, and also made great efforts to publish and use them in the educational process. The published scientific works and the material summarized by him were included in the 7th volume "History of Azerbaijan", and also in the book "Brief encyclopedia of Darband" in the 2nd edition as the scientific editor.

Scientific articles of N.Aliyev are regularly published on the pages of periodicals and in scientific journals – “Military studies” (Baku), «Turkish Naval Forces Collection" (Ankara), "Military Historical Journal of Russia" (Moscow), "News of the Academy of Sciences of Azerbaijan" (Baku), "History and its problems" (Baku), etc.

Nurulla Aliyev in the history of the Armed Forces of the Republic of Azerbaijan is an officer with higher military education; for the first time, he passed Ph.D. defense and earned a Ph.D. in History, in the period of Azerbaijan's independence. He is the author of 10 monographs, 58 books, 172 scientific articles and works published in the republic and abroad.

For the merits in the military service, he was awarded 10 (ten) government medals of the Soviet Union and 5 (five) medals of the Republic of Azerbaijan, honorary diplomas, the anniversary sign of the Central Committee of the Komsomol, the Badge of Honor and the sign "Military Valor". As part of the state delegation of Azerbaijan, he participated in official visits to the Republic of Turkey, the United States, Russia, Kazakhstan and other foreign states.

He is a participant in the inauguration of Heydar Alirza Aliyev, the President of the Republic of Azerbaijan (1993, 1998), Ilham Heydar Aliyev (2003), the delegate of the 1st (2001), the 2nd (2002) and the 3rd (2003) Azerbaijan youth forums, as well as one of the organizers of the "Vienna Ball" in Baku (2004, 2005).
