B. Guy Peters is a researcher in the area of Public Administration studies and a professor of Political Science at the University of Pittsburgh, U.S.A. He is the author and editor of over 60 books in political science, and a founding editor of the European Political Science Review - from the ECPR- and the Governance journal. He received his Ph.D. in 1970 from Michigan State University, one of the premier American universities for political science, and has received four honorary degrees from European universities .

B. Guy Peters is known for his articulation and application of neo-institutionalism in political science and public administration studies, and for his role in the development of the theoretical and conceptual thinking around governance. He is also acknowledged for the strong comparative tradition he has built within public administration studies and for his bridging role between American and European researchers in the field. He has also acted as an advisor on administrative reform for many governments and international organizations like UNICEF, OECD, the World Bank and the Inter-American Development Bank. He is also a former president of the International Public Policy Association. Guy Peters is one of the most cited researchers of international scientific publications for introducing various generations of students to political science and public administration. He is also active in Ph.D. summer schools at a number of universities and over 30 universities around the world have welcomed him as a visiting professor.

Research interests

Professor B. Guy Peters is an expert in the American government; he is a comparativist, an interpreter, and creator of administrative paradigms. He has played a particular role in the development and application of new institutionalism in political science. He has taken an important role in the continuing conceptualization of governance and its application in the analysis of policymaking. Several of his contributions to the literature can be characterized as a call for a “return to the fundamentals” of political science as a discipline. He focuses on this respect mainly on new institutionalism and governance.

Guy Peters’ approach has been to go back to the essence in which institutions matter, and to the essence of what governing means. His work in this area has focused on the proliferation of contending theories and paradigms; and on the search for the fundamentals of each of the two approaches for the study of policymaking. In the case of governance, it is the prerogative that it is about governing by routing society towards the attainment of some collective goals; and in the case of new institutionalism, it is the thought that institutions are relevant.

Alongside this, he has dealt with many questions empirically in the comparative projects that he initiated, resulting in several edited volumes of comparative research conducted by leading scholars in the field. Through his conceptual and empirical work, Guy Peters’ publications have generated thousands of citations that are seen as milestones in the development of Public Administration and Political Science more generally.

Guy Peters addresses complex issues and write about them in a concise and clarifying way. For that reason, many of his textbooks have been translated into several languages, to introduce, teach, and train students and young researchers on public policy. He is frequently leading Ph.D. summer schools all over the world, which has contributed to the preparation of the next generation of Public Administration and Political Science scholars.

Teaching activities

Since 1984, he is Maurice Falk Professor of American Government, affiliated with the University of Pittsburgh in the United States. B. Guy Peters has held posts at Emory University, the University of Delaware and Tulane University and others such as University of Bodo, Zeppelin University, University of Gothenburg, New Canadian School of Governance, University of Hong Kong, Catholic University of Leuven, Roskilde University Centre, KU Leuven, Concordia University, LMU Munchen Center for Advanced Studies and many others.

Awards

Guy Peters has won the Provost’s Award for Mentoring Graduate Students from the University of Pittsburgh, also the Ulrich Kloeti Award in 2011 which is presented by the SOG group from the International Political Science Association. This prize is awarded annually to a scholar who has made exceptional contributions to research in the field of political science through a sustained career. Awardees must have involved themselves significantly within RC27 - Structure and Organization of Government (SOG) -- both with respect to research and leadershipr. In addition, Guy Peters has won the NISPAcee Merit Award in 2010, awarded by the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee), to show appreciation to those who actively cooperate with NISPAcee and provide help in meeting its objectives, mission and development.
