TSG Mamerto D. Martinez, (October 4, 1946 – October 15, 1982) more widely known as Nene Martinez, is a Technical Sergeant of the 43rd Philippine Constabulary. He served in the Philippine Constabulary from 1967 to 1982 where he performed a series of accomplishments until his death on October 15, 1982 during an encounter against New People's Army (Filipino: Bagong Hukbong Bayan) terrorists in Sitio Tama, Cawayan, Malungon, Sarangani Province.

Early Life[edit]

Martinez was the was born in Balasan, Iloilo City. In his younger years, he left his home and started working after he graduated elementary school in order to make ends meet. His family moved to Mindanao in Surallah, South Cotobato and finished his high school at Allah Valley Academy. It was here where he met his wife, Maria Linda R. Depositario. Knowing that his parents can’t afford to send him to college, he left his home once more to scrape a living. He entered the Philippine Constabulary on April 06, 1967 at Camp Kiethley, Marawi City. He was assigned in 453rd PC Company/Police District 1.

Career[edit]

As TSG of the 453rd PC Company, Martinez was placed in the detached service of the PC/INP Provincial Command as Chief of the Special Operation Group (SOG), he was assigned to patrol in Brgy. Talus and Brgy. Banate along the national highway where CPP/NPA terrorists are frequently seen with their armed groups. These barangays are the boundaries of Malungon, Sarangani and Malalag, Davao Del Sur. Patrol bases were established in the two barangays to monitor the presence of these terrorists, in which these terrorists are conducting lectures in remote sitios to divert the backgrounds, emotions, behaviors and attitudes as well as changing the opinions of the residents. These terrorists successfully established a stable mass base for their cause against the present set up.

           On October 13, 1982, the Talus patrol monitored a group of heavily armed men in the course of their watch. In response to the report, a platoon size of PC/INP troops for patrolling were organized, they proceeded in Brgy. Cawayan, Malungon on October 14, 1982 where the group of NPA terrorists were last seen. On October 15, 1982, at 0600h, troops on tactical movement (PC/INP) were divided into 4 groups. They managed to climb the hills of Sitio Tama, Brgy. Cawayan, Malungon, Sarangani Province and arrived to the objective.

           The residents were observed to be in their normal livelihood gestures, the stillness of the area had never had a significant presence of the armed group. Subsequently, the team lead by 1LT Dela Cueva proceeded further following a man route. The team were met with a heavy volume of gunfire that rang out from a fox holed well. A heavy exchange of gunfire with the NPA group ensued for about 45 minutes. Grenade launchers and other sophisticated high-powered firearms overlooked the approaching government troops with a distance of 20 meters ascending terrain.

           TSG Martinez PC was hit on his head and body, it killed him instantly on the first burst of fire from the ambushers, which caused a setback to his team. The other teams took time to arrive which delayed the reinforcement for the team of 1LT Dela Cueva. When the reinforcing troops under 1LT Hicban arrived, intermittent firing was heard from the direction of the ambushers who were believed to be withdrawing eastward. The troops scoured the area, they recovered empty shells of M79 grenade launchers and different empty shells of sophisticated high-powered firearms. The cadaver of TSG Mamerto Martinez was recovered with the absence of his issued firearms, ammunition and Victorinox radio.

Accomplishments[edit]

  • Series of Military operations conducted against Southern Philippines Terrorists (SPT) on 23 December 1979 and 28 January 1980 at Acharon Blvd and Malok, General Santos City respectively, which accounted for two SPT’s KIA and five SPT Commanders captured. Confiscation of four Armalite Rifles, one M79 grenade launcher, 40mm one fragmentation grenade, one improvised pressure-released mine 60mm projectile, 386 rounds of M16 Ammunitions, two cartridge shells for M79 and four pieces of assorted military uniforms. Award of the Military Merit Medal was awarded signed by Col. Mariano L Baccay Regional Chief of Staff, RECOM 11, Catitipan, Davao City.  
  • Early solution and busting of Marijuana Plantation at Sitio Altikan, Malandag, Malungon, South Cotabato, the source of marijuana supply in General Santos City and South Cotabato for the period from 131500 Oct 79 to 010900 Nov 79 which resulted in the apprehension of eight persons. Confiscated from them are 413 fully grown marijuana plants, two big bottles containing marijuana seeds weighing 790 grams, thirteen plastic bags of dried marijuana leaves, one HM shotgun 12 gauge with magazine and 10,000 germinating marijuana seedlings.   • Arrest of Bank Swindling Syndicate operating in General Santos City and Davao City on or about 1212– Nov 1979 at Soledad Estate, General Santos City. These banks were swindled of more then 150,000 through forging of 22 checks as accounted by the project.
  • Immediate apprehension/arrest of persons responsible for the grenade throwing at Villa Funeral Parlor on 270915 December 1980.
  • The arrest of Rogelio Patillero, Gaudencio gay, Raul Tribaco, Roberto Tribacco and Nestor Dela Cruz who were the principal suspects of the Fifty Thousand Pesos (P50,000.00) hold-up case at Sto. Niño, South Cotabato and the recovery of 1 (one) Yamaha get-away motor vehicle; one HD armalite pistol with 10 rounds live ammos and a cash money of one thousand six hundred fifty (P1,650).   • The arrest of Rogelio Patillero, Gaudencio gay, Raul Tribaco, Roberto Tribacco and Nestor Dela Cruz who were the pricipal suspects of the Fifty Thousand Pesos (P50,000.00) hold-up case at Sto. Niño, South Cotabato and the recovery of 1 (one) Yamaha get-away motor vehicle; one HD armalite pistol with 10 rounds live ammos and a cash money of one thousand six hundred fifty.   • Immediate apprehension of three (3) persons, all suspected members of drug-pushing syndicate, namely: Fernando Amparo, Aviden Derico and Mrs. Alegria Derico, all residents of Alunan St., General Santos City and confiscation from their possession two (2) plastic (cellophane) bags full of marijuana dried leaves and five (5) match boxes full of marijuana dried leaves on or about 271500 November 1091.   1. Raid conducted on the house of Ex-Mayor Barney L. french, along National Highway, Polomolok, South Cotabato, around 2:00 o’clock in the morning of November 23, 1980; whereas per record, apprehended during said raid were: Garry French Y Chovari- Wanted for attempted Homicide by the Municipality of Digos, Davao Del Sur. Confiscated 1 homemade pistolized firearm and one Indian Pana and ice pick:escaped from Capalong on Nov. 10, 1980.
  2. Roberto Saravia Y Gustilo- Convicted by the City Court of Iloilo serving sentence for the Crime of Robbery; escaped from Capalong on November 10, 1980.
  3. Eduardo Esmeno Y Flores- Convicted by the City Court of Bacolod City and serving the sentence for homecide; escaped from Capalong on November 10, 1980.
  4. Jose Fuentes Y Denielda-Convicted by the City Court of Manila and serving sentence for crimes of murder and frustrated murder: escaped from Dapecol, Capalong on November 10, 1980.
  5. Rafael Taño Y Treste- Dolefil employee, a resident adjacent to the house of Ex-Mayor Barney L. French. Confiscated in his possession inside his house is 1 box of explosive 105 charge powder contained in 13 small bags,
  6. Andromico Reginaldo Y Braza- employed with the Polomolok Labor Union as coordinator. In his possession two live ammo. Of 50 caliber firearms.   • Anti-smuggling of cigarettes reported by The Whip Newspaper dated November 16, 1968 in General Santos City, the drive against anti smuggling netted 30 cartoons of blue seal cigarettes as PC and police operation struck at different suspected outlets. The biggest catch for the week was cartoons of “hot” Snowman cigarettes which were intercepted by Cpl. Mamerto Martinel and Rodolfo Española of Major Cirilo Bueno, Jr.’s 453rd PC Company. 
  • Trap two town Execs in Extortion- in Kiamba, South Cotabato, an Administrative Officer and head of a government-owned Emergency Hospital were trapped by a joint PC/INP-NISA Intelligence Operatives dispatched by Provincial Comamnder Lt. Col. Manuel Salimbangon while in the act of receiving marked money from a contractor as payment for an alleged consideration of favor relative to speedy release of construction bills.   • PC-INP Busts Cattle Rustling on May 14, 1981, the SOC was able to recover 45 heads of stolen cattle, the biggest so far undertaken by the PC-INP. TSG Martinez who heads the SOG team had persuaded thru public announcement, buyers of suspectedly stolen cattle to surrender them for identification. This was being done, he said, to exculpate the buyers and possessors of this stolen cattle from criminal liability as provided in PD 533 otherwise known as the” Anti-Cattle Rustling Law” and PD 1606 or the” Anti-fencing law”. Several of this buyers, mostly prominent citizens and government employees willingly surrendered their herd. The concerned efforts was backed up by the South Cotabato Ranchers association.   • PC busts Cattle Rustling Syndicate- SOG team headed by TSG Martinez recovered and confiscated some fifty heads of hi-breed heifer calves and brahman bulls during a month long operations in the coastal areas, specifically, Maasim areas where the rustler’s groups established hideouts in the mountainous terrain. The principal complainant is Sarangani Agricultural Company, Inc, formerly Sarangani Cattle Ranch. News from Sarangani Journal Newspaper.
  • 5 principal grenade thrower suspects in an abortive assisination plot to kill a labor union leader were arrested in separate raids by a joint PC/INP operatives led by TSG Mamerto Martinez team leader of the Special Operations Group. Source Sarangani Journal Newspaper
  • YBL Highway Hold-up solved. On May 24, 1982, eight members of a hold up gang were arrested in an early dawn raid at their hideout by a combined constabulary and police operatives dispatched by Col.   • A gang believed to be responsible in Bula series of stabbing cases finally fell to the hands of the authorities following a complaint filed by a certain Losito Tupas, a knife wield victim, under I.S. No. S2-10876 before the City Fiscal’s Office for murder and frustrated murder. News from Sarangani Journal.
