I don't know how to write an article about the Asian Pastry Cup. I don't understand all the rules. Is there someone who can help or Can I ask someone to write an article on this Event ?

If you want to request someone write an article for you, VBMSINGAP, you should go to the Requested Articles page and follow the instructions provided. If you want to know more about writing articles, I highly suggest reading through "Your first article" and the Tutorial. There's also the Wikipedia Adventure, which is an interactive "game" for assisting new users in learning how to better use Wikipedia. Once you feel confident about editing, you should use the Article Wizard to create a Draft, which will be reviewed by experienced editors. (EC) It's simply, it's notable if there are any in-depth third-party news sources from known news publications; however press releases or trivial passing mentions are not acceptable.
