Just piping in to say I don't think this is a case of vandalism. Both options are true in a sense, there was no independent Ukraine at time he was alive, but he was from that area of the Russian Empire. I have written a lot of wiki bios of Jewish musicians from this general time & place and I usually say Russian or Russian-born (if they emigrated) in the opening sentence of the article and then in the first sentence of the bio, I usually give the governorate and say (presently in Ukraine). For the categories I don't think either is wrong but maybe it could have both Ukrainian (territorially) and Russian (nationality) coexisting if it's causing edit warring.
