It's very unusual that the state's numbers vary from NCES. And I know that the point in time count for NCES takes place in a Thursday. All enrollment figures are an estimate, no matter where they come from as enrollment is a fluid number. Families move in and out of school districts on a daily basis; kids leave school for varying reasons regularly too (quit, expulsion, death). Point in time count are done to establish the enrollment number for the year, and that number is of great importance, as federal and state aid is distributed based on it. NCES updates their figures starting in February. Not all state DOEs even report enrollment. Some (like NY apparently) are about as far behind as NCES. Some manage to post the numbers for the prior school year during the summer. The only one I know of that comes close to real-time is Indiana, which will have 18-19 by January 1. We try to use NCES across the board for US school articles so all are on an even statistical base. Unfortunately, it isn't uniform.
