This article was tagged for deletion, in my opinion correctly, because it was so promotional that even a rewrite couldn't help it. It would need to be written from scratch, with reliable secondary sources--not in fluffy sentences linked to unreliable or primary sources. Ok I see. Were any of the sources I used reliable secondary sources? I see what you're saying.
If I were to try rewriting, is there is a way I could write it non-promotionally and get it published? Or does it not seem like it.

I didn't see any in that draft; I just looked. There's all these awards from "Creative Quarterly"--did they never write him up? What you need to look for is books/magazines/newspaper articles about him--in publications that are independent of him. So not a museum catalog or whatever.
