...you have what Wikipedia considers a conflict of interest (see WP:COI). You can attempt to create an article, but should declare on your User page your connection to the person (friend, family...). If paid, that is a different situation. Draft content goes in your Sandbox, or via WP:YFA in a draft. When you think the draft is ready, submit it.
