Article of Largest cities in Europe concerns Europe - continent, Georgia not lies in Europe. European Union is political-economical and partly military entity, federation, is not continent. Georgia-European Union Action Plan within the European Neighbourhood Policy there is no connection to article of Largest cities in Europe. Maybe someday, if Georgia to join the EU, Tbilisi, may be entered in the other article: Largest cities of the European Union by population within city limits. Subtropical-man talk

Even, if "Northern part of Georgia is situated in Europe. look at the map", Tbilisi (city capital) is not located in the Europe, and may not be in the article Largest cities in Europe. If Georgia has large cities in European (northern) part of country - ok, these cities, you can add to the list but northern part of Georgia no cities >1 million in Europe. Subtropical-man talk
