You aren't eligible for unblock consideration here. You need to make your request on your original account. Given your violation of WP:EVADE, you won't be eligible there either, practically, not for six months. But after six months, you can apply via WP:UTRS to have your talk page access reinstated, then follow the instructions you were given. You'll additionally need to address your chronic violations of WP:EVADE and WP:SOCK and will probably need to suggest a topic ban on your edits.
