RE: Stephanie Murphy in 2022 United States Senate election in Florida

"Publicly expressing interest" means a candidate is actively pondering a run. For example, in the article 2022 Florida gubernatorial election, Charlie Crist is seriously considering a run, per this source [1]. However, the source you provided for Murphy in the Senate election page, [2], doesn't say she is actively considering running, in fact it says the opposite.
