Where are the numbers from?

Running Ah. Although I don't know if there are any regulations about those numbers too, this is a common way to list 63 provinces and municipalities in Vietnam: 1 -> 5 are 5 municipalities, and the others are 58 provinces from the North to the South. Many goverment agencies use it for statistics, so I think it is rational to use them. Beside that, each subdivision has an another code, you can see here in the tables after the paragraph.[1]

- I have been involved in this matter, too. I've done several pieces of editing on the English language version of this map, and I've been in the discussion on Talk:Vietnam. A little more than 15 years ago, Vietnam started becoming very important to me; I finally got to visit (three weeks--not nearly enough time!) in January 2019. Let me say, your English is far, far better than my Vietnamese. In fact, your English is far better than my mastery of any language I've actually studied.
