Right, each of the listed cities is on a different landmass so I thought perhaps they were ordered by something about the landmass rather than something about the city. It didn't work with area but then I tried list of islands by highest point and there they are - starting with Africa-Eurasia (aka the World Island). The cities are presumably chosen to be the largest on their respective landmass. The list will therefore be in full:
- Africa Eurasia - Delhi
- The Americas - Mexico City
- Antarctica - Perhaps Amundsen-Scott South Pole Station?
- New Guinea - Port Moresby
- Hawaii - Hilo
- Borneo - Kuching
- Taiwan - Taipei
- Sumatra - Medan
- Ross Island - McMurdo Station?
- Honshu - Tokyo
Now I said it was the places with the highest population on each but that doesn't quite work as according to the list of metropolitan areas by population Mumbai is a bit bigger than Delhi. Does that matter? Am I missing something?

- Correct. The largest settlement on Antarctica is debatable; Amundsen-Scott has a population of ~125 in winter, but they are all temporary; Esperanza Base is smaller, but there are 10 families living there, so that base seems to have a (small) permanent population.
