On obscure hundred-year-old photos we certainly can. Even if the licensing details are subject to doubt, there is ample justification for fair use of the image due to its historic value. Indeed - this image at the very latest could have been taken in January 1916 (the ship sank on 6 Januarg 1916) - that is, even assuming that the website is incorrect, the image would be PD in the US (image prior to 1923). Keep - As image is in public domain in the USA, due to its age. It is unlikley that the source website owner is the copyright owner - the image page needs updating to note that.
