Several attempts and proposals were made to unify Bulgaria and Romania in the 19th and early 20th centuries, under either a federation, a personal union or a confederation. Bulgarians and Romanians had lived together under the rule of the First and Second Bulgarian empires, and then the Ottoman Empire, for centuries. After the establishment of an autonomous Bulgarian principality, there were several unsuccessful Romanian nominees for its throne. In 1886, Bulgarian leader Stefan Stambolov tried again to establish a personal union with Romania, and negotiations were conducted. This and other proposals ultimately failed because of cultural and political differences and opposition from Austria-Hungary and especially Russia, which threatened to break off diplomatic relations with Romania or even invading both countries. Approaches to effect a union were attempted during the communist era, but the Soviet Union strongly rejected them. Thank you. I've made several changes. At the start I added "and proposals" because I think there were no serious attempts at uniting both countries specifically under a confederation, and there were more proposals than attempts. I changed "empire" to lower case because we are referring to both Bulgarian empires. I added some commas and Russia also threatened Bulgaria with invasion. That both countries are now part of the EU doesn't mean the idea is now suggested again, it's just a possibility mentioned by some authors. Also, proposals and attempts extended to the half of the 20th century, so we might need a replacement for "early" at the first line.
