Briefly summarizing: What content belongs in a Wikipedia article is determined by the available references.
You may want to refer to WP:RSP and WP:RSN to see what discussion there has been on the use of a specific publisher.
Biographical information requires high-quality sources. Due to sanctions on such articles, editors need to be extremely familiar with all policies that apply. I recommend that inexperienced editors simply avoid such articles while they are learning Wikipedia.
WP:NOT identifies what content may be suitable for encyclopedia articles, repeatedly pointing out the need for independent sources. Just because something has been printed in the news does not mean it is suitable for an encyclopedia article.

Official Website[edit]

The official website of Khyber District website ‘khyber.kp.gov.pk' was launched by district administration. It became first merged district of the seven merged tribal districts to have official website.

Please advice me how this edit amounts to advert.

In general, having an official website is simply not noteworthy in an encyclopedia article. While the official website should be included per WP:EL, giving it any further treatment will certainly look like advertising.
The reference used was: https://www.dawn.com/news/1586983
It's attributed to "a correspondent", which puts its nature in question.
The format is that of a press release, slightly edited to be less promotional, with the addition of some relevant quotes.

Faysal Bank[edit]

Females employees are required very strictly to wear headscarf with long gowns. According to bank Dress Code is introduced as cultural requirement.

This is the latest issue regarding the corporate sector in Pakistan.

Excellent! That definitely gives context, This is exactly what Faysal Bank is doing to show how it is moving from conventional banking to Islamic banking, in effect following in the footsteps of the trail blazed by Meezan Bank, the leading Islamic bank in the country. However, it's already in the article.
